Created in 2000 on the initiative of André Santini, former minister, deputy mayor of Issy-les-Moulineaux and co-president of the study group on ICT and electronic commerce of the French Parliament, the Worldwide Forum on electronic democracy is one of the international meeting points for reflection and dialogue about the place of citizens in information society. An opportunity to understand how do the information and communication technologies contribute to the actual changes in the relation between citizens and administration, and how they help renew - on a larger scale - democratic practices in general.

Up till now, large enterprise servers could only function in a proprietary environment. It was the only possibility to guarantee total reliability, large volumes of data and multiple transactional sessions. Only proprietary ‘mainframes’ and Unix could treat the critical applications of large companies.

Companies were therefore deprived of the contributions from more open standard environments that they could only use for satellite applications.

Today, technological advances carried out by large IT players, in particular with the Intel® Itanium® 2 processors and Windows, make it possible to function as a ‘mainframe’ in a standard environment.

The Microsoft / Intel / Bull alliance for the NovaScale family of servers is the best operational example to date.
