e-ris system components
The system consists of a number of modules which can (some modules – not
all) be used in a stand-alone manner. The system of course is optimised,
when all of the individual modules are integrated to provide the
total administrative function.
e-ris key system components include:
- CONTROL MODULE. Contains all default tables, parameterisation
settings, control tables as well as security and user management
features.

REGISTRATION. This module manages the entire taxpayer
registration process – from the issuance of a TIN to the
control and management of taxpayer demographic data. TIN structure
is based on standard IMF recommended structures with Modulo-13
Check-Digit. The TIN structure contains a further suffix, called
a FIN (File Identification Number), used to manage tax types
as well as branch and subsidiary codes. The module manages all
registration forms, correspondence associated with outstanding
information as well as status flagging of taxpayers.
- REGISTRY. Provides the traditional registry functions
found in a revenue authority – key component is the “Fact
of Filing” function, which manages the time / date stamping
of all returns and documentation received from taxpayers.
- ASSESSMENTS. The application provides the ability to accommodate
any tax type, based on inclusion of rules into tax engine. Tax
rules are written in text in an easy to use syntax.
- ENFORCEMENT. The Enforcement module comprises a Cash Management
/ Cash Office module as well as the Taxpayer Accounting Module.
- ACCOUNTING. The Accounting Module provides the required
General Ledger and other financial functionality.
- AUDIT. The Audit Module, driven via the Audit Rules
Engine is perhaps one of the most powerful components of the
application system. It provides automatic case selection, based
on user definable selection rules, allows automatic case allocation
to auditors, generates audit working papers, tracks auditor progress
and productivity and feeds audit findings back into the assessments
module for re-assessment and adjustment.

WORKFLOW. The Workflow Module drives all transactions and activities
between modules and users. The module converts all transactions
and activities to XML messages, which are then sent, in a controlled
manner between application components. All user interfacing
is driven via “to do lists” – as a user logs
into the system, his / her specific “to do list” is
the fist item visible.

CUSTOM REPORTS. We make use of a
Third Party report writer in order to provide
total flexibility and user control over report
design, content, computation, batching and
location of output.
- ON-LINE DOCUMENT MANAGEMENT SYSTEM. This sub-system provides
an on-line facility that permits the revenue office to retrieve,
read and print pre-defined documentation (legislation, court
rulings, policies etc.) from their own PC’s.
- INTERNAL AUDIT FEATURES
The purpose of Internal Auditing is to verify the correctness
of the manual and electronic procedures within the revenue
authority. The procedures are verified by auditing the results
produced by the tax administration system.
